CG Inside, Innowave League Grand Prize: AI Implementation of Seoul Youth Housing Policy
CGinside, a leader in AI-based policy platforms, was honored with the prestigious Grand Prize at the 'Innowave League' hosted by the Korea Institute of Startup & Entrepreneurship Development (KISED) for its 'AI Chatbot for Youth Housing Policy' project, developed in collaboration with the Seoul Metropolitan Government. This achievement recognizes an innovative approach that provides complex public policy information tailored to individual situations using AI technology. While existing youth policies in Seoul were provided through platforms like 'Youth Mongttang Information Center,' there were over 600 housing-related policies alone, with varying criteria across different departments, making it a confusing maze for young people seeking truly relevant information. To dismantle these barriers of information asymmetry, CGinside developed an AI chatbot that ingeniously combines a large language model (LLM) specialized in policy language, RAG (Retrieval Augmented Generation)-based unstructured document processing, and private real estate information matching technology. This chatbot deeply analyzes individual conditions such as the user's age, residence, income, and deposit level, to automatically recommend the optimal policies they are eligible for. For example, if asked, “What are the conditions for youth monthly rent support?” it instantly and clearly presents the eligibility requirements and procedures, thereby dramatically enhancing administrative convenience for young people. In user tests conducted after development, targeting 200 young people, the chatbot clearly demonstrated its effectiveness by achieving remarkable results: 95.3% accuracy, 94.8% convenience, and 90.2% reliability. This is evidence that AI effectively interprets and delivers complex and difficult administrative information, thereby maximizing information accessibility and raising the quality of public services by one level. Based on these successful demonstration results, the Seoul Metropolitan Government is actively promoting the AI transformation of its youth policy platform and is also closely reviewing the expansion of linkages with private real estate information. CGinside also plans to use this achievement as a stepping stone to expand its service model to central government ministries and other local governments. Recently, CGinside also expanded its influence in various ways, including receiving recognition for its technological prowess in the financial sector by unveiling the 'AI Agent for Legal and Regulatory Compliance,' developed in cooperation with IBK Industrial Bank of Korea, at the '2025 Seoul Fintech Week.' Park Sun-choon, CEO of CGinside, stated his ambition, saying, "The core of this project was the implementation of a system that provides complex policy information tailored to individual conditions," and "We will actively contribute to shifting the policy delivery paradigm in the public sector towards an AI-centric approach." CGinside's future innovative trajectory is garnering more attention as it continues to expand its scope of application, supplying solutions to some 40 public institutions and companies through its generative AI platform ‘ihopper-xAI,’ which has been trained on approximately 1 billion pieces of vast legal, regulatory, and academic data, covering everything from preparing budget and settlement reports to supporting insurance claims assessment.
