8 years of struggle to improve the mobility rights of children and adolescents with disabilities have finally borne national fruit. Todo Drive, an electric wheelchair module developed by the social venture Todo Works, has been finally approved for National Health Insurance benefits, opening the way for children and adolescents with mobility impairments across the country to receive mobility aids stably and without economic burden. Todo Works is a startup that developed an innovative module that converts manual wheelchairs into electric wheelchairs. In particular, its reasonable price, which is only one-fifth that of existing imported products, has been a practical alternative for many children and adolescents with mobility impairments who could not use mobility aids due to financial difficulties. This inclusion into the institutional system means that these advantages will now be universally enjoyed within the national system. However, this achievement was obtained at the end of a journey that was by no means smooth. It took 5 years just for medical device registration and certification, and another 3 years until the final approval for health insurance benefits, requiring a total of 8 long years of patience. Throughout this arduous process, impact and venture investors such as FuturePlay, D3 Jubilee, Crevis, SK, and Daesung Changtoo provided continuous support, and the strong cooperation of public interest partners like Sangsangin Savings Bank and Happy Sharing Foundation was a great source of strength. A crucial stepping stone for institutionalization was the practical experience Todo Works had accumulated at a private level. By July 2025, a total of 3,936 children and adolescents had received free support for Todo Drive, and this extensive practical achievement clearly demonstrated the product's usefulness and social necessity, becoming a strong basis for the introduction of the national system. Shim Jae-shin, CEO of Todo Works, stated, "This insurance benefit approval is a precious achievement made possible by the cooperation of countless individuals who empathized with our 8-year journey of discovering social problems and finding solutions," adding, "It will remain a symbolic example that a small initiative by a social venture can lead to national institutionalization." He further announced ambitions for global expansion, stating his intention to take bigger steps to improve the mobility rights of people with mobility impairments not just in Korea but around the world, pledging continuous efforts towards realizing social value. This holds significant meaning not just as the success of one company, but as setting an important precedent where social innovation changes national policy.
