The Government Employees Pension Service (hereinafter referred to as 'the Service') is embarking on administrative innovation by fully digitalizing its document signing tasks, which amount to 60,000 cases annually. To this end, it will introduce 'Modusign Public,' a service from Modusign, a leading domestic cloud e-signature company, to resolve the inefficiencies of paper-based administration and establish a future-oriented smart work system. Currently, the Service has been manually signing numerous internal and external administrative documents, which resulted in a long processing time of 14 days per case on average and annual costs of approximately 200 million won for paper, postage, and storage. With the introduction of Modusign, these inefficiencies are expected to become a thing of the past. This digital transformation is expected to not only shorten the entire process from application to receipt, approval, and storage to an average of within 12 hours but also reduce related costs by more than 80%. The Service aims to reduce paper-based administration by 80% by 2026, which will be gradually implemented by December 2025 as part of the 'Digital Service Utilization and Expansion Support Project' organized by the Ministry of Science and ICT and the National Information Society Agency. Modusign Public is a SaaS (Software-as-a-Service) optimized for public institutions, offering embedded e-signature and contract features, API-based automation capabilities, as well as robust original document verification features based on audit logs and unique hash values. Notably, it has acquired all necessary certifications, including the National Intelligence Service's security review, cloud security certification (CSAP Standard Grade), and GS certification, thereby securing the highest level of security and reliability, and fundamentally blocking the risks of document forgery/alteration and personal information leakage. Through this, the Service plans to significantly enhance the transparency and legal reliability of administrative procedures. Modusign has already successfully supplied its solutions to numerous public institutions, including the Seoul Metropolitan Government, Korea Real Estate Board, and Korea Foundation, solidifying its position as the top revenue earner in the domestic cloud e-signature market. Lee Young-jun, CEO of Modusign, stated, “Based on our security technology and scalability, which have even passed the National Intelligence Service's security review, we will actively support the Service's work innovation to create a best practice for paperless administration.” Through this project, the Service is expected to set a standard for efficient digital administrative systems.
