## Bespin Global Builds AI-based 'Modu-ui Gwangjang' in Just 6 Days... Accelerating Innovation in Citizen Communication
Bespin Global, an AI specialized service company, announced on the 15th that it successfully completed the project to build the State Affairs Planning Advisory Committee's digital citizen participation platform, 'Modu-ui Gwangjang' (Plaza for All), in just 6 days. 'Modu-ui Gwangjang', born from Bespin Global's innovative 'HelpNow Agentic AI Solution', plays a pivotal role in collecting diverse opinions through real-time communication with citizens and promptly reflecting them in state affairs.
Since its official opening on June 18th, in just two months, 'Modu-ui Gwangjang' has received approximately 1.809 million opinions and about 13,000 policy proposals. Of these, 237 cases underwent in-depth review by the subcommittees of the State Affairs Planning Advisory Committee and relevant ministries, and were reflected as actual national policy tasks, achieving remarkable results. This signifies the establishment of a fast and efficient system where citizens' voices are quickly translated into policies within a short period.
'Modu-ui Gwangjang' was built on a cloud infrastructure, centrally utilizing Bespin Global's 'HelpNow Agentic AI Solution' and Naver's advanced AI technology, 'Clova X'. This automated the entire process of summarizing, analyzing, classifying, and structuring the vast number of citizen proposals received so they can be utilized as policy proposals, thereby maximizing operational efficiency. In particular, cutting-edge AI technologies such as LMM (Large Multimodal Models), STT (Speech-to-Text), and OCR (Optical Character Recognition) were applied, enabling citizens to freely propose policies in any form – voice, image, or text – significantly enhancing accessibility.
The platform dramatically accelerates the process of citizen participation-based policy formulation by automating key functions such as document summarization, proposal classification, keyword extraction, responsible ministry recommendation, similar proposal recommendation, discussion summarization, and pledge recommendation. These automated features simplify complex administrative procedures and help policymakers understand citizens' demands more quickly and accurately.
Bespin Global had already demonstrated its capabilities in handling large-scale traffic and building stable cloud-based systems through its experience with the COVID-19 vaccine pre-reservation system in 2021. The know-how gained from solving traffic bottlenecks and server downtime issues of the existing system at that time by introducing a cloud-based architecture is explained to have made a decisive contribution to the rapid and successful completion of the 'Modu-ui Gwangjang' project.
